Terms and conditions

Paikkatietoikkuna is a national geoportal service maintained by the National Land Survey of Finland, hereinafter referred to as the Service. The Service is free of charge and available at http://www.paikkatietoikkuna.fi in Compliance with the following terms.

The Service supports the implementation of the spatial data infrastructure and includes information on spatial datasets provided by third parties and authorities administering spatial data as well as on col-lecting, maintaining and utilizing the data, information about legislation, standardization and instructions on spatial data, and other current information on the subject.

The Service allows users to study map images provided by means of different spatial datasets either separately or one upon the other and to store specific places and routes in the database of the Service and make suggestions to form communities in the Service and to join the communities provided by the Service, in the scope of which places and routes can be exhibited to be viewed by other registered users.

Parties

The parties of this agreement are the holder of the right of use (hereinafter the User) and the National Land Survey of Finland as the administrator of the Service (hereinafter the NLS). The NLS has signed separate agreements with the providers of spatial datasets on offering map images through the Ser-vice.

Registration

Registration is required of Users who wish to write comments and use the spatial data browser (map window). Upon registration, personal data is collected and stored in the NLS customer register (e-mail address, pseudonym and name). Information stored in the customer register can be used for main-taining and nurturing customer relations, and for communication associated with the development of the Service. User's pseudonym is shown to other users, but no other information will be surrendered to outsiders. The register description referred to in the Finnish Personal Data Act is found at the end of this document.

The NLS aims to use appropriate technical solutions in order to prevent access of non-authorized users to the customer register files.

User ID and password

A user ID and a password are used to identify the User. The user ID is personal and the User has to make sure that the user ID and the password are not misused.

The NLS is entitled to cancel a user ID if the User does not use or has not used the Service in com-pliance with these Terms of Use, current legislation and generally appropriate usage. The NLS is also entitled to temporarily prevent access to the Service, if it is required in view of the Service. If the user has not employed the Service for three (3) months, the NLS is entitled to cancel the user ID and the password of the User. The user ID and the password of the User are deleted when the right of use ends. Irrespective of the termination of the agreement the terms related to proprietary rights remain in force for as long as they are significant.

Liability

The NLS does not guarantee that the Service will always function without interruptions or faults and is not responsible for continuous availability of the Service. The NLS is not liable to compensate for any costs, loss or damage the user has suffered as a result of the interruption of the Service. The NLS is not responsible for the contents of other web services accessible through the Service. The contents of the Service is shown as such and the NLS or providers of spatial datasets are neither responsible for the correctness, accuracy and reliability of the website contents and map images nor the direct or indi-rect damage resulting from the use of the information. The NLS is entitled at any time and without furt-her notice to alter the site, to prevent access to the site and to discontinue the Service.

If the proprietary rights of a provider of spatial datasets have been infringed upon, the User is liable to pay compensation to the NLS or directly to other parties for any misuse of the Service.

Proprietary rights

The contents of the Service are protected under the Finnish Copyright Act and international conven-tions. All rights concerning the Service, including copyrights and other proprietary rights, belong to the National Land Survey of Finland and other providers of spatial datasets. The National Land Survey reserves all rights to the contents of the Service, unless otherwise stated in the Service.

Making the contents, in whole or in part, available to the public in different ways than the Service, by publicly distributing, presenting or displaying them and storing or reproducing the contents, in whole or in part, is prohibited. The User may print out single maps for his/her private use. All other copying of maps is prohibited.

Regulations concerning the contents

Only contents provided in Finnish, Swedish or English may be stored in the Service. The registered user may store specific places and routes in the Service only from areas in Finland. The information stored in the Service must comply with the law and generally appropriate usage. The User is entitled to process the contents he/she has stored, but such contents cannot be stored in the Service that infringe upon the rights of any of the parties involved.

The NLS is not responsible for maintaining the contents stored by the User in the Service. The NLS is entitled to study the contents the User has stored and at its own discretion delete the contents from the Service. The NLS is not liable to compensate for the deletion of information stored by the User.

Community functionality

The Service provides the User with a possibility to make suggestions to form various communities. The User is entitled to join the communities formed in the Service. Community members are entitled to publish information that is available to other users registered and logged in the Service. To publish personal data is not allowed. The administrator of the Service may at its own discretion if need be cancel the community and delete the contents it has published.

The use of cookies

The use of the Service is monitored by means of cookie files. The aim is to collect information on how and when the Service is used in order to improve the service. The User may if he/she desires prevent the use of cookies in his/her browser, but such a measure can restrict the functions of the Service.

Linking the Service

The User or a third party is entitled to create a link to the Service or the bottom side of it on his/her own website. The name of the Service must be shown in connection with the link. Through the link the Service opens in an empty window of the browser without frames. The creation of all other links and detaching the contents is prohibited.
